The Demise of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of contrasting events captured the bleak nature of the current period. By day, political struggles are conducted: optimistic declarations are issued from various governments. Considerable effort is expended on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from across the border, a capacity afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats roared overhead – sophisticated military planes delivered to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings fired to intercept a incoming threat. This was a modern interception technology at work, presumably delivered by partner states. Every deployment creates sudden vibrations, causing tremors. The moment of terror quickly becomes sober acceptance: maybe the hostile projectile won't strike its target this time, protecting urban areas from ruin and another blackout.

Continuous Dangers

Not long after, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a defensive team – almost certainly imported technology. Regrettably, the bullets missed the opposing UAV – it maintained course toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those 24 hours demonstrated Ukraine's vital need on international aid – a need that regional partners are clearly incapable to substitute in the immediate future.

Failed Diplomacy

The comprehensive proposal from American leadership sparked intense emotion, controversy and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new proposal from Washington adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, no doubt, continue.

Strategic Calculations

It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington functions according to a principle well known to international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is unfeasible to compel Moscow to relinquish the territory that it already controls in Ukraine's occupied territories.

The issue is that while acknowledging this situation, US leadership does nothing to prevent Kremlin actions, through words or deeds, from believing that the status quo will not change more in its advantage in the near future.

Conflicting Perspectives

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but averting a entire defensive failure until circumstances change in its benefit.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: political desires to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their mission will now be much harder after current events, it remains quite doubtful that this will modify their basic position.

These opposing factors are driving the talks.

Assessment and Future

It took a mere seven days to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.

While new plans based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
